You can build a town, give it people, but you can also build it as a gift to someone you’re madly in love with.

The Fallout games didn’t solve the problem of being rich. As you can imagine it was pretty easy to steal from people but as you get into a great city it was harder to build. Sure, you can earn a lot of money and then go on to a city with a good culture because you had a good culture in your home. But if you have a good culture, you can earn lots of money and then go on to a city with a nice culture.
